Subject: [PATCH] Remove RL offline pages
Offline pages is not broadly used and concentrates a high share of
security issues. Fixing them would require a full rewriting of the
feature that low usage cannot justify.
There is also a partial overlap between Reading mode and Offline pages.
As a consequence it was decided to sunset the feature.

Potential Persistent URL Spoofing in iOS Omnibox via chrome://offline reload parameter

Overview: A logic error in OfflinePageTabHelper::ReplaceLocationUrlAndReload on iOS allows a URL from a query parameter to be written to the Omnibox before validation. This spoofing becomes persistent because the browser’s security checks subsequently block the corrective redirection intended to fix the URL.

Summary
A potential logic error in the iOS OfflinePageTabHelper::ReplaceLocationUrlAndReload function allows an unvalidated URL from the reload= query parameter of a chrome://offline URL to be written to the VirtualURL (which controls the Omnibox display) of the last-committed navigation item. Because this update occurs before scheme validation, and because subsequent corrective navigation is blocked by internal security checks for app-specific URLs, an attacker can cause the Omnibox to persistently display an arbitrary chrome:// URL.
Technical Details
In ios/chrome/browser/reading_list/model/offline_page_tab_helper.mm, the function ReplaceLocationUrlAndReload is called when navigating to a chrome://offline URL with a reload parameter. The function immediately updates the VirtualURL of the current navigation item with the extracted parameter:

If the reload parameter is chrome://version, the Omnibox is updated to display chrome://version.
The function then attempts to redirect the user to about:blank if the URL is not HTTP/HTTPS by executing JavaScript:

However, the implementation of ExecuteUserJavaScript in ios/web/web_state/ui/crw_web_controller.mm includes a security check designed to protect privileged pages:

Because GetLastCommittedURL() returns the VirtualURL, which was just updated to chrome://version, the browser incorrectly believes it is already on a privileged page and blocks the script that would perform the redirection. This leaves the spoofed URL in the Omnibox persistently.
Potential Impact
- Omnibox Spoofing: An attacker can show a spoofed
chrome://URL while the page content remains under their control or shows a placeholder. - Security Bypass: Because the browser’s internal state reflects that an app-specific page is loaded, it may satisfy conditions for subsequent security checks, such as
shouldAllowAppSpecificURLNavigationAction, potentially allowing navigations to other internal pages that are normally restricted.
Suggested Reproduction Steps
(Note: These are suggested steps; our current capabilities do not allow for automated code execution in this environment.)
- Identify a method to trigger navigation to
chrome://offline/?reload=chrome://version(e.g., via malicious Chrome Sync history injection or a Siri Shortcut). - Observe that the Omnibox displays
chrome://versiondespite the page content being empty or a placeholder. - Observe that the spoofed state persists through reloads.
Recommended Fix
The SetVirtualURL call in OfflinePageTabHelper::ReplaceLocationUrlAndReload should only be performed after the URL scheme has been validated as safe (e.g., http or https). If the scheme is not HTTP or HTTPS, the browser should perform the corrective navigation without ever updating the VirtualURL to the untrusted value.
Evaluated with Chrome root at commit: 1a8d40fc44df2088d5945c0bf53584038aa1614a
